Conditions Générales:



Expatriate contract under Swiss labor code 2’950 CHF (~2’550 €) 4'300 CHF (~3’700 €) net /month according to experience x 13.
Holidays: 25 days per year. Local accommodation and transportation, health insurance, accident and medical repatriation insurance, return flight.
Duration: 4 months, renewal upon funding.





Contexte :



Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). Every year our projects support more than 2 million children (3 million in 2016) and their families in over 35 countries. We are part of the Terre des hommes International Federation (TDHIF), with 9 other sister organizations in Switzerland, Europe and Canada.
Juba became the world newest national capital on the 9th July 2011, when South Sudan formally declared its independence from the Republic of Sudan. In December 2013 a conflict broke out between the President (Salva Kiir) and former Vice President (Riek Machar). Numerous ceasefires were mediated between the SPLA (Sudan’s People Liberation Army) and SPLA- IO (in opposition) but were subsequently broken.

In August 2015 an Agreement of the Resolution of the Conflict in South Sudan was signed between the parties in conflict, nevertheless the violence never stopped in the country and the metaphorical road toward real peace still looks very difficult.
In November 2016, following massive displacement of population and start of the conflict in Equatoria, Tdh launched an assessment in Yei to determine the immediate humanitarian needs of the affected population. Tdh has opened a new base in Yei and started activities early 2017 on Food security, WASH and now Child Protection.




Détails de la fonction :



Develop, implement and monitor the Child Protection program components in Juba, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets;
Follow up on the Child Protection situation in South Sudan and activities’ impact and propose adjustments of the project strategy if needed;
Participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision;
Participate in CP and PSS assessments in its geographical zone of intervention or outside;
Participate in the review of the strategy for South Sudan;
Participate in budget revision exercises and prepare when relevant timely purchase requests in line with the project needs;
Contribute to the implementation of Tdh CPMS Institutionalisation Strategy and act as focal point if required;
Forecast and follow up on expenditures related to the Juba CP projects;
Work in close collaboration and consultation with available government structures, non-government actors, cluster system;
Ensure that CP team operating in the Protection of civilian sites adheres to all relevant internal and external security protocols and support the CD/SFP to follow the context and security situation in the project areas of implementation;
Recruit, train and manage program staff.




Responsabilités principales :



The Child Protection Project Manager is working under the supervision of the Country Director in Juba and with the support of the child protection specialist in HQ. He/she is in charge of the direct implementation and supervision of the project. He/she manages directly two national staff: deputy PM and M&E officer and indirectly through the deputy PM 30 volunteers inside the POC.

He/she works in complete line with the CP project strategy defined for the intervention.
He/she works in close coordination with the governmental and non-governmental agencies, with the coordination system, to develop, monitor and orientate the CP project.
He/she works with all relevant authorities at district and community level (civil, religious, police, militaries and all other services) for a better implementation, acceptance and ownership in improving the conditions to protect children.
He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy.
Terre des hommes expects that its contractors’ professional conduct reflects proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.




Profil :



Prior project management or implementation experience in emergency and/or development programs;
Proven expertise/knowledge/experience in protection and PSS;
Experience in team management in prior employment;
Significant knowledge of international humanitarian response and development work;
Excellent written and spoken English;
Excellent writing, reporting and communication skills;
Ability to work in an intercultural environment and in insecure locations;
Ability to work under pressure.
