BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Mozambique is one of Africa’s most disaster-prone countries, facing compounding crises of conflict, displacement, extreme weather events, and economic shocks. Under its Country Strategic Plan (CSP 2022-2026), WFP aims to assist the country in tackling the key drivers of hunger and assist vulnerable populations to attain food security and improved nutritional status. WFP aims to protect the food security and nutrition status of vulnerable people and communities affected by shocks and strengthen essential health and nutrition service delivery while leveraging opportunities to initiate resilience building and self-reliance activities.
Acute food insecurity has been on the rise in recent years in northern Mozambique, as conflict and recurring displacement, compounded by climatic and economic shocks, have disrupted communities’ agricultural activities, livelihoods, and purchasing power. The conflict in the northern province of Cabo Delgado, which started in 2017, remains a primary driver of displacement, affecting over 700,000 individuals.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
Under the supervision of the Head of Programme, the Programme Policy Officer (Programme Enablers) will be responsible for the following key duties:
• Supervise three dedicated teams, i.e., Cash-Based Transfers (CBT), Identity Management (IDM) and Operational Partnerships (OP).
• Provide technical and strategic guidance to the CBT, IDM and OP teams to ensure compliance with corporate guidance and policies and promote efficiency.
• Lead cross-functional coordination at different levels (Districts, Field Offices, Area Office, Country Office) to enable the design and implementation of the CSP activities and advice on the most suitable approaches and tools based on needs.
• Act as escalation point for Field Offices for complex query resolution, providing solutions to overcome bottlenecks and enabling effective and timely implementation of programme activities.
• Act as the Data Protection Lead in Pemba Area Office (AO), in coordination with the Head of Programme Enablers, Head of Programme and in close collaboration with TEC Unit.
• Lead timely implementation of audit and oversight recommendations by coordinating with relevant functional units and teams.
• Provide guidance to the CBT Team, participate in the internal Cash Working Group (iCWG). Identify urgent/important topics for discussion, guide the technical teams, including by providing technical and strategic advice.
• Establish and maintain operational and strategic partnerships with external stakeholders (including UN, NGOs and government) to support advocacy efforts and to identify opportunities for collaborative approaches and initiatives that improve assistance packages and strengthen national systems, in the areas of responsibility.
• Identify learning needs for WFP’s and partners’ staff and develop training modules for different audiences.
• Analyze data (including financial data) to inform decision making. Contribute to donor reporting and internal reporting exercises, ensuring accuracy of data.
• Lead the elaboration of strategies and plans to operationalize CBT and IDM approaches in line with priorities set in the Country Strategic Plan.
• Perform other tasks as needed.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
• At least 5 years of relevant postgraduate professional experience in humanitarian and/or development work with international organizations or equivalent private sector experience.
• Field experience in emergency operations (especially if implemented through CBT), beneficiary data management, and cooperating partners management.
• Has actively supported and been engaged in medium to large scale emergency operations and has led or participated in programme implementation within a mid-size, moderately complex country or equivalent environment.
• Has experience working across programme and policy function, leading emergency as well as resilience building programmes, and initiatives to operationalize the humanitarian development and peace nexus.
• Has gained experience in field operations, preferably in hardship duty stations.
• Has led a mid-size to large team to ensure the effective delivery of objectives.
• Has experience working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, U.N. agencies, civil society, etc.
• Has led a country/area office programme team or a component of a country office programme portfolio.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree preferably in a relevant field (international relations, management, business administration, Information Technology, humanitarian assistance, political science, or another relevant field) or relevant professional experience
Experience: At least one (1) year of postgraduate professional experience
Knowledge & Skills:
• Demonstrated experience in project management and multi-stakeholder coordination.
• Ability to lead and coordinate the work of technical experts, providing guidance and oversight.
• Strong analytical skills.
• Ability to conceptualize and clearly synthesize information for non-expert audience.
• Strong oral and written communication skills.
• Result-driven attitude which translates into ability to work within tight timelines, under pressure, and managing multiple priorities simultaneously with minimum supervision.
• Proactive attitude towards partnership combined with good leadership skills and excellent interpersonal skills.
Language: Fluency in oral and written Portuguese and English.
