Context:
Madagascar became a member of IOM in 2001, and IOM has a presence in Madagascar since 2014. Main activities in country to date have evolved and related to the preparation of National Migration Profile, direct assistance to vulnerable migrants, as well as provision of technical support and advisory to the Government of Madagascar (GoM) in the fields of Counter-Trafficking; Labour Migration governance; Migration, Environment and Climate Change; Diaspora engagement; Immigration and Border Management; Community Stabilization/DTM; and Migration and Health.
For the implementation of its Peacebuilding Fund (PBF) programme, which includes the « Répondre aux menaces à la paix et a à la cohésion sociale liées aux migrations non maitrisées par l’appui à l’autonomisation et à la promotion des femmes à Madagascar (REAP project) » implemented by IOM (lead agency) and UNDP, and the « Renforcement des Mécanismes Institutionnels Inclusifs pour la Consolidation de la Paix dans le Sud (RMIICPS project) » implemented by UNDP, IOM, and UNFPA ; IOM is recruiting a Programme Coordinator (PBF).
Under the direct supervision of the Chief of Mission, the successful candidate will be tasked to coordinate and spearhead the daily implementation of all activities under the PBF programme led by IOM in Madagascar.

Core Functions / Responsibilities:
1. Provide overall direction, coordinate and oversee the implementation of IOM Madagascar PBF programme through effective and timely activities conceptualisation and design, planning, implementation, and evaluation.
2. Monitor the progresses against PBF programme objectives, projects deliverables, and projects benchmarks, and prepare narrative and financial reports in accordance with donor’s requirements, IOM regulations, and established procedures.
3. Play an oversight role in the monitoring of projects budgets, expenditures and project cycles as well as ensuring programmes are consistent with audit and donor requirements.
4. Strengthen coordination and collaboration with other participating United Nations (UN) agencies, stakeholders and beneficiaries including the government, UN agencies, NGOs and Civil Society Organizations (CSO)s, migrants and communities.
5. Undertake representation functions with external partners, including Government, UN, NGOs, CSOs, and other PBF programme implementation-related providers and partners as delegated by the Chief of Mission.
6. Ensure the timely recruitment of international/national contractors, consultants and/or experts required for the implementation of the projects, in accordance with IOM’s procedures and regulations.
7. Provide advisory support of the overall PBF programme orientation and strategy, drawing on the broad range of research available and context analysis embedded in the programme; identify constraints and obstacles to the implementation of projects assigned, propose solutions and/or consult the Chief of Mission in a timely manner.
8. Contribute to resource mobilization through the development of new projects, including supporting the drafting of proposals, liaising with donors and supporting the production of communication and visibility tools and materials.
9. Undertake duty travels within Madagascar and abroad related to projects activities as required.
10. Supervise and mentor staff assigned to the projects/programme.
11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Political or Social Sciences, International Relations/Development, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.

Experience
• Experience in developing and maintaining strong working relationships with governmental authorities, other national / international institutions and Non-Governmental Organisation (NGOs);
• Experience in project coordination and management;
• Experience with peacebuilding and community stabilization work areas is a distinct advantage.

Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.

Internationally recruited professional staff are required to be mobile.
