Recruitment of PROGRAM MANAGER

Upright Partners is recruiting Program Manager on behalf of Children Believe as part of its development and to strengthen its team.
Job location: Ouagadougou.
Work schedule: full-time
Type of contract: Fixed-term contract under Burkina Faso law for one-year (with a trial period of three (03) months), renewable depending on performance.
Starting date: September 2024

I. JOB DESCRIPTION
The Program Manager (PM) provides technical guidance and facilitates effective collaboration with all stakeholders to deliver on the strategic intent of CB and on the specific focus set for the CO towards Centre of Excellence (CoE).

II. KEY RESPONSIBILITIES
- Support annual program planning process to ensure the program plans and budgets of each partner/program in line with the country’s program priorities, local contexts as well as in alignment with the global strategy;
- Develop strategic documents for program/project planning and implementation, such as concept notes/ SEED projects, implementation plans etc;
- Establish and execute the program/project implementation plans in collaboration with the with MELKS and other relevant team members and partners, including setting objectives, quality parameters for key interventions/performance measurements, standards and results expected to ensure timely and client oriented services;
- Develop guidelines and tools, quality standards, training implementation staff etc. by collaborating with POs and MELKS Officer for transformative programming;
- Ensure the participation and involvement of relevant stakeholders in program/projects -implementation so that the process is inclusive, participatory, transparent and community owned;
- Ensure that CB´s project governance, quality standards and risk management guidelines are adhered to during project (initiation and implementation);
- Oversee implementation of grants programs ensuring compliances to donor requirements;
- Develop signature programs and promote widely among partners and program community;
- Identify potential partnerships to enhance learning, bring in program innovation and augment influence;
- Actively seek opportunities to contribute to CB’s global learning and influence agenda and participates in global community of practice;
- Explore opportunities for program innovations and initiate specific studies or research supporting local partners’/grant unit to design innovative program interventions;
- Ensure that CB´s Internal control mechanisms and risks mitigation plans are in place and are respected by implementing partners;
- Any other tasks as assigned by the supervisor

III. QUALIFICATIONS ET EXPERIENCES
- Master’s degree or equivalent in Project Management, Business Administration, Social Sciences, or relevant development field;
- Minimum 7 years work experience in the development field with at least 2 years in a leadership role with experience in management and execution of programs related to at least 1-2 of the priority issues envisaged in CB’s current strategy;
- Demonstrated experience in capacity building, training, mentoring and coaching;
- Demonstrated experience in building networks with development agencies, funding agencies and writing successful concept papers, grant proposals and donor reports at national & regional level;
- Experience in engendering / practicing Results Based Management (RBM) or using Participatory Development Approach (PDA) tools;
- Experience in capacity needs assessment, gender analysis, gender transformative approaches / strategies and experience of designing program and interventions that will successfully address underlying causes of poverty in rural areas;
- Proven leadership skills, with the ability to develop, motivate, monitor, and evaluate cross-functional program team to meet tight deadlines;
- Discretion and sound reasoning in dealing with sensitive matters; ability to independently solve complex and challenging problems;
- Excellent interpersonal skills; ability to establish and maintain effective working relations with sensitivity and respect for diversity;
- Strong computer skills, with familiarity in using Microsoft Office suite and other relevant applications;
- Excellent presentation, public speaking skills, skilled in networking & developing partnerships;
- Outstanding written and oral communication skills in English; fluency in a local language;
- Proven ability to set strategic direction, develop and execute operational plans;
- Alignment to CB's Vision, Mission and Values.
